Assumptions
- Target districts have sufficient mobile data coverage for at least audio-first WebRTC on a meaningful share of pilot sessions.
- Departmental source and regulatory owners are named.
- A useful approved corpus exists before live testing.
- Agronomists can create and adjudicate evaluation cases.
- Field officers have an agreed queue, operating hours, join policy and SLA.
- Pilot participants consent to live camera/microphone processing and selected-evidence retention.
- Provider contracts fit the selected data-residency class.
Non-goals
- Province-wide coverage in month four.
- Every crop or condition.
- Laboratory certainty.
- Unrestricted pesticide prescription.
- Sending every live frame to the reasoning model.
- Default storage of complete raw calls.
- Autonomous outbreak declarations.
- Unreviewed internet material as authority.
- Full sovereign parity during the initial pilot.
- Production-scale multi-region media clusters before measured need.
Hardening horizon
A following three-to-six-month phase covers more crops/districts, media HA and regional TURN capacity, sovereign-model optimization, scaled officer operations, multilingual support, outbreak analytics, accreditation and cost optimization.
