Calculation

Failure rules
- Unconfirmed crop/ingredient: ask.
- No current rule: no dosage.
- Expired/withdrawn rule: block.
- Conflicting rules: escalate.
- Required weather unavailable: no weather-dependent treatment instruction.
Governance
Agronomist/regulatory approval, immutable version, effective date, tests, rollback and audit signature.
